"[Purpose/significance]This paper analyzes the feasibility of transforming literature subscription expenses to open access publishing funding. It aims to facilitate the transition of academic journals from the subscription-based business model to the open access publishing model and draw attention of scientific research management institutions,educational institutions,libraries and scholars to the international development trend and relevant action plans,and promote the development of the scholarly communication environment in the way of open access. [Method/process]This paper made a case analysis of APC funds needed for comprehensive open access of all journals in comparison with the overall investment by the current subscription system,which provided the fundamental data for assessing and judging the situations and challenges if we participated in the international plan of action towards open access of academic journals in the national level.The authors also proposed some suggestions for establishing monitoring,reporting,sharing mechanisms and regulations."
