Societies split on Plan S

Emma Wilson, the RSC’s director of publishing, told Research Europe that the RSC “agrees with much of the sentiment and many of the principles” of Plan S. She said that about 10,000 of the articles the RSC published last year were made openly available immediately (about 25 per cent of the total), which would make them compliant with Plan S.

The RSC “will be reaching out to the Plan S funders to work with them in finding answers that work for all of us”, Wilson said. She added that the society has a role to play in helping researchers understand Plan S, saying: “We also want to help give them a voice in the ongoing debate and an opportunity to be part of the dialogue around implementation.”

By contrast Glenn Ruskin, senior director of communications at the ACS, said that his society offers a range of open-access options across all of its journals, and that “a one-size-fits-all approach, like Plan S, may result in consequences detrimental to the scientific publishing enterprise and limit publishing options for researchers”. A collaborative and iterative process is needed to bring about greater open access, rather than a “one-way unilateral mandate”, he said...."
