Open Science advocates creating a more open, transparent, collaborative and sustainable global system of scientific communication, pursuing a greater impact of research results in order to address the great challenges of our society. This paradigm shift is characterized by the promotion of open access to publications, the multiplication of laws and open access mandates from funding agencies, universities and scientific institutions, and the opening and exploitation of research data. Open access repositories are a key element in the materialization of this new system. The CSIC [Consejo Superior de Investigaciones Científicas] is committed to open access to its research results since the signing of the Berlin Declaration in 2006. Over the last decade this commitment has been gradually reinforced, with the consolidation of its repository DIGITAL.CSIC and its participation in the global network of research repositories COAR, with the support of the international initiative OA2020 in favor of new publishing business models according to the principles of open access, with active participation in the construction of the European Open Access Cloud (EOSC) and with a prominent role in the work agendas of Science Europe and the national research system. The time has come for the CSIC to take another step, accompanying and supporting its researchers to take advantage of existing technological opportunities and increase the visibility, use and impact of the results of their research. For this reason, the CSIC provides that as of April 1, 2019, the bibliographic references of all peer-reviewed publications (articles, book chapters, books, conference communications) be made public and permanently through DIGITAL.CSIC ) made by its community of researchers from the moment of editorial acceptance for publication and that their full texts are available in open access in DIGITAL.CSIC as soon as possible. Equally, The CSIC provides that the bibliographic references of the datasets associated with journal articles be made public permanently in DIGITAL.CSIC from the moment the associated articles are accepted for publication and that such datasets be offered in open access in DIGITAL. CSIC as long as there are no legitimate reasons for confidentiality, intellectual property and / or security. In this drive to definitively consolidate the institutional commitment to Open Science, the CSIC unrestrictedly supports the publication in open access journals characterized by scientific rigor and reputation and whose business model is sustainable, fair and effective as well as the use of licenses usage standards that allow maximum use and reuse of open research. The CSIC makes various services available to facilitate the fulfillment of this mandate. The CSIC scientific community will have the support of the Delegated Archive Service through the Technical Office of DIGITAL.CSIC (URICI) and of the research support services of the CSIC Library Network, as well as the existence of the Gateway application that facilitates the integration of the conCIENCIA platform and the DIGITAL.CSIC repository. In addition, to encourage compliance with this institutional policy, the CSIC will review the current PCO evaluation criteria as well as the scientific recruitment and promotion criteria. Specifically, the commitment of the CSIC scientific community to open access to Science will count positively in the evaluation exercises."
