"It seems to be provocative that I claim some journals promote a culture of support for NIH open access author mandates and some don’t....[Because the NIH policy is mandatory for grantees,] a journal can in effect claim they have no role in author compliance. What is documented in this small comparative sample and admirable is at least one journal, not founded to be entirely open access, that has joined PubMed Central and decided that all of their article should be accessible to the public immediately. The Journal of Clinical Investigation (JCI) is an exemplar of a culture of open access...."
