One of the report's recommendations: "Scientific capacity building must involve financial support for authors in developing countries to publish in open access journals. Open access publishing has made a wealth of scientific literature available to the developing world, but conversely has made it harder for their scientists to publish under the ‘author pays’ model...." (PS: The report shows no awareness that most OA journals charge no publication fees, and shows no awareness of OA through repositories.)
