The institutional partners in Project NECOBELAC (representing six countries in Europe and Latin America), and the participants in a NECOBELAC training course (Bogotà, November 9-11, 2010) issued the Bogotà Declaration, committing themselves to "[1] Promote the drawing up and enforcement of public policies in favour of the unlimited availability of scientific output, [2] Promote and support the quality of scientific writing, and [3] Promote Open Access to Scientific Output in their Nations."
