Summary:

This is the official version of the report first released c. 10/22/09. From p. 4: "Not only do we believe that the NIH policy is consistent with copyright law and good public policy...but we believe that the public-access mandate should be expanded. Recently introduced legislation [FRPAA, S.1373] would extend public access to research funded by the 11 federal agencies that each provides more than $100 million in support. We also support increasing access to data collected by the government such as for regulatory purposes. The National Science Foundation has already moved in this direction by establishing a policy that any scientific and engineering data funded by NSF must be made broadly available and useable."
