U.S. and China Flags

The U.S.-China Economic and Security Review Commission has released its 2012 Annual Report to Congress. This report covers a wide range of issues and developments in the bilateral relationship, including "the role of state-owned enterprises in China, the U.S.-China trade and investment relationship, recent developments in China's military, China's cyber capabilities, developments in China's nuclear and strategic abilities, China in the South China Sea, Taiwan, Hong Kong, China in Europe, China's demand and control of global resources, China's efforts to become a more innovative society, and the Chinese political transition."

The Commission completed this report through a "set of six public hearings, taking testimony from over 59 witnesses from the Congress, the executive branch, industry, academia, policy groups, and other experts." Commissioners also made official visits to China, Taiwan, and the Philippines, where they met with U.S. diplomats, Chinese government officials, and other local experts.

The Report details 32 recommendations to Congress, which include:

  • Directing the U.S. Department of Commerce to issue annual reports on Chinese investment in the U.S.
  • Requiring the U.S. Department of State to detail current and future efforts to integrate China into agreements dealing with nuclear arms reduction, limitation, and control
  • Establishing an interagency task force with the secretaries of Commerce, Energy, Defense, the Interior, and the State as well as the director of the U.S. Geological Survey concerning "critical minerals"
  • Requiring the U.S. Department of Defense to report on how it currently addresses the potential impact of cyber vulnerabilities on foreign-produced equipment in its procurement and contracting procedures
  • Reviewing the U.S. Hong Kong Policy Act of 1992
