Summary:

In 2006, Université du Québec à Montréal (UQÀM) became the 1st North American University to sign the Berlin Declaration on Open Access. Since then, thirty two more North American Universities have so far followed suit. But not all of the signatories have yet mandated Open Access -- and that's really the only thing that counts. The rest is just apple-pie approbation in principle, until and unless it is put into practice, as spelled out in the Berlin Roadmap (adopted at Berlin 3 at the University of Southampton in 2005).
