Never Pay Pre-Emptively For Gold OA Before First Mandating Green OA

Summary:

It is a flagrant waste of money to pay publishers pre-emptively for Gold Open Access publishing without first mandating Green Open Access self-archiving. Not only does a Green OA Mandate provide OA for all research output, but, as the Houghton Report has recently shown, it has an order of magnitude greater benefit to cost ratio (40X) compared to Gold OA. http://openaccess.eprints.org/index.php?/archives/708-guid.html
