NUCLEAR: Report on V.C. Summer reactors projected far higher costs

A report submitted to nuclear contractor Westinghouse Electric Co. LLC nine months before the failure of the V.C. Summer reactor project found that the costs of finishing the work would far exceed what the contractor had projected.
