Daniel Castro (Ctr for Data Innovation) responds (negatively) to Cathy O'Neil's book but seems incoherent on the social use of algorithms: on the one hand, they are not the root issue and addressing them distracts "from legitimate efforts to address" these issues (e.g., racism in the criminal justice system); on the other hand, they provide opportunities to "advance its [sic] social and economic goals." The "its" here is, I think, meant to refer to policymakers or disadvantaged individuals, but the slip is telling: What do algorithms want?
