Summary:

"The unfair terms and conditions being imposed by large academic publishers, both on academics submitting research, and on institutions subscribing to journals, are a product of the inequality of bargaining power between the individual academics and institutions, on the one hand, and large international publishers on the other. And the consequence is increased costs to the university sector."
