"Digital resources include any media that is created and managed in a machine-readable format such as online articles and e-books, Vimeo and YouTube videos, and webpages and websites. A related concept which has gained traction is that of an Open Educational Resource (OER). There is no single universally accepted definition of an OER (Mossley, Open Educational Resources and Open Education, HEA 2013). However, Atkins provides a working definition of an OER as any type of educational material that is in the public domain or introduced with an open license that permits access, use, repurposing, reuse and redistribution of that material by others with no or limited restrictions (A Review of the Open Educational Resources Movement: Achievements, Challenges and New Opportunities, 2007)."
