"In March, the European Commission discussed the creation of an open access publishing platform where the scientists it funds could publish their papers (“Science funders plunge into publishing,” M. Enserink, News In Depth, 31 March, p. 1357). Modeled after the platforms set up by the Wellcome Trust (1) and the Gates Foundation (2), the papers would be reviewed after posting. Such public investments in an open access infrastructure are an improvement over today's dominant approach toward open access (known as journal flipping), in which funds that were previously designated for subscription fees are redirected to pay open access fees (3, 4)."
