The difficult implementation of open data policies – Data Revolution

"France adopted last year a key law “La loi pour une République Numérique” making open data the default way to publish data for all the public administrations (expected local governments with less than 3,500 inhabitants). Thus, open data is no more a choice, it has become a legal obligation that every administration has to comply with before end of 2018. As a result, France is now considered as one of the benchmark in Europe in terms of open data policy and has even been ranked number 4 worldwide in 2016 by the Open Knowledge Foundation in its famous Global Open Data Index published annually.

Nevertheless, despite those very significant steps there remain some key internal and political issues that hinders France to fully be at the forefront of the open data field. Two concerns are raised, mainly by NGOs and activists:"
