"This study aims to collect the information available to present an overview of the current mechanisms (funding, relevant policy, legislation) used by Latin American governments, especially by Chile, Colombia and Uruguay, in open education initiatives in the higher education sector. The purpose is to identify possible policy, advocacy and community building efforts. As such, the higher education systems of Chile, Colombia and Uruguay have been examined in order to gain a better understanding of how they operate and are funded; and to identify existing policies incorporating open education principles, either through OER and/or open access – considering that journal articles are important educational resources for these students –. Along with this analysis, areas for action and opportunities for transformation and capacity building at national and institutional level have been proposed as possible ways forward for OER advocacy and policy development."
