"Sweden has always been at the forefront of democracy, education for all, access, democracy, gender, equity, inclusion, lifelong learning, and digitization. The country has promoted the involvement of everyone in education at anytime and anywhere through any device to pre-pare for the Future We All Want, which is in line with the goals of UNESCO 2030 regarding governmental partnership, open access, and digitization, which are addressed in this report. Although these goals are of the highest priority in Sweden, no specific national policy or strategy for open educational resources (OER) yet exists. However, because of the increasing openness regarding learners taking the lead, many challenges have been placed on the national agenda."
