"The University Libraries invites applications for the position of University Libraries Open Publishing Program Specialist. Primary responsibilities include leading an established system-wide program for open access publishing in the Libraries in current services and growth areas. The Specialist works with current and potential editors of scholarly journals and bibliographies to create, manage and curate openly available digital scholarly materials and serves as the chair of the Libraries’ Publishing Board as ex officio member. The Specialist collaborates across the libraries, primarily with subject liaisons, digital scholarship and repository development, and scholarly communication and copyright services. The successful candidate will contribute to Penn State University’s and the Libraries’ strategic initiatives by providing innovative, sustainable alternative publishing models to support open access creation, dissemination, and preservation of scholarly output. Libraries Scholarly Publishing primarily uses Open Journal Systems (OJS) and Drupal content management as platforms. The Specialist is expected to keep current on publishing environment, platforms, and business models within open access and digital publishing and share information with others. Specific duties include: Develop, market, and assess Libraries open publishing services; perform and/or oversee various tasks including: data preparation (cleanup, conversion, input, editing), editing content, testing functionality; facilitate communication among project stakeholders; provide consultation and system training for editors and creators of appropriate digital products; serve as product owner for appropriate publishing software infrastructure; manage contracts and agreements with the Libraries’ Copyright Officer and the University. This job will be filled as a level 2, or level 3, depending upon the successful candidate's competencies, education, and experience. Typically requires a Bachelor's degree or higher plus two years of related experience, or an equivalent combination of education and experience for a level 2. Additional experience and/or education and competencies are required for higher level jobs. Demonstrated experience with editing software and the technology and editorial infrastructure of digital content management systems, e.g. Open Journal Systems, Drupal, WordPress, XML workflow; familiarity with managing text, metadata, images, and other forms of digital research content; excellent verbal and written communication skills including ability to explain technical concepts to a nontechnical audience, and a Strong commitment to diversity, equity, respect and inclusion are also required. Desired: One or more years of experience with scholarly publishing editorial practices in a digital environment; familiarity with current academic scholarly communication principles and requirements, including the scholarly publishing environment and open access initiatives; recent experience within the field of digital publishing; ability to establish priorities, manage process, test and assess products, collaborate on marketing, and see projects through to completion; demonstrated ability to work both independently and within a team to accomplish goals; familiarity with copyright and authors’ rights issues in scholarly publishing.
