"SPARC (Scholarly Publishing and Academic Resources Coalition) announced that beginning this fall, educational resources and other works created through Department of Education competitive grants will be required to be openly licensed and shared with the public. It is hoped this rule will increase access to the educational resources, program materials and other deliverables produced through grant funded projects.

The US Department of Education ‘s Open Licensing Rule took effect on May 22, 2017, and will be fully implemented for applicable grants starting in Fiscal Year 2018.  You can find full details of the rule on the SPARC policy page: https://sparcopen.org/our-work/department-of-education-open-licensing-policy/
