"In order to mainstream adoption of open educational resources (OER) in higher education it is important to understand several issues that affect the main stakeholders in the system. While India is a big producer of OER, not many higher education institutions are engaged in OER activities and the adaptation is very low. With the support of the grants from IDRC, the author conducted a multi-year research project within the ROER4D network to understand the factors that are affecting adoption of OER in Indian higher education. This presentation will focus only on the barriers to OER as perceived by the teachers. Understanding of barriers helps in making strategies to remove these, though removal of barriers not necessarily results into adoption as there are other factors that also affect adoption. If OER are to be adopted in Indian higher education, there is need to create awareness and understanding of licensing and copyright, reduce their workload, provide technical support to teachers, develop institutional policies to support OER. Teachers need to be recognized for their work on OER to motivate them to take further work on OER. Overall, the study presented a framework/model for use and adoption of OER in higher education in India."
