The Bibsam consortium, which brings together Swedish universities and research organizations, has decided not to renew the agreement with publisher Elsevier, because the conditions of the agreement do not allow to achieve the goal set by the government Sweden to 100% open access to scientific publications by 2026. To make the necessary transition from a subscription-based publishing system to open access publishing system , the Bibsam Consortium asked Elsevier for the following:
- immediate free access to all articles published in the publisher's journals by researchers affiliated with consortium organizations;
- reading access for these same organizations to all articles in Elsevier's 1,900 journals;
- a sustainable economic model that allows a transition to open access.
Swedish researchers publish about 4,000 articles per year in Elsevier journals. In 2017, 1.3 million euros were spent on publication costs (APC), in addition to the 12 million euros that organizations spend on license fees for reading articles in Elsevier journals.
This decision can be compared to that taken by the German research organizations , for the same publisher, running in 2017.
