"Frédérique Vidal was at the annual meeting of the European League of Research Libraries to announce the national plan for open science. And the minister says it unambiguously she wants "Make France the country of open science."

Following the Digital Republic Act of Axelle Lemaire (Digital Secretary of the previous government) in 2016, this plan shows a clear commitment to research accessible to all. While the Digital Republic Act was an incentive and clearly allowed French researchers who wanted to publish the results of their research without access constraint, the new plan would be much more directive."
