"Copyright plays a crucial role in libraries. Equally important is the legal knowledge of library staff about it, who either risk unnecessary access restrictions or violations. While reforms to building modern copyright systems must be the long-term goal, great progress can be made in the short term by ensuring a better understanding of copyright and confidence in accurate decisions. The IFLA Declaration on Copyright and Copyright Competency highlights the importance of building competencies in this area and makes recommendations to governments, libraries, library associations and library teachers. The statement is available online in German translation ."
