"The Wellcome Trust and the Bill & Melinda Gates Foundation join the cOAlition S and adopt the "Plan S" principles. The Wellcome also announced its new policy in favor of free access that will be applied as of 1 st January 2020. Among the changes, it may be noted that no period of embargo will be accepted with a deposit in PubMed Central (PMC) and Europe PMC upon publication, that all articles will be published under CC-BY license and that hybrid journals are excluded."
