Summary:

From Google's English:

"Recall that on September 12, MEPs voted in favor of the directive reforming copyright in the digital era. Regarding Article 13, parliamentarians have slightly mitigated this one which provided in particular that, in the absence of an agreement between rights holders and major platforms (Facebook, YouTube, Twitter ...), the latter should put in place filtering mechanisms automatically post content posted by Internet users, so that they do not infringe the copyright. The text now specifies that the "automatic blocking (of content) should be avoided" to the maximum, and introduces more safeguards to avoid the risk of unjustified deletion of content. Automatic blockages were among the main objections of the opponents of the directive, which emphasized the risks of censorship inherent in this type of mechanism."
