EUA takes stance on Copyright Directive - ERA Portal Austria

The European University Association (EUA) has issued its position on the impact it expects the Directive on Copyright in the Digital Single Market to have on European higher education and research. The EUA's position was adopted in January 2019, with a view to establishing an appropriate framework for education and research.

The EUA welcomes the exemptions for education and research institutions in the provisional agreement of 14 December 2018, in particular with regard to text and data mining for research purposes and digital and cross-border teaching activities. It also welcomes the exemption of scientific journals. Nonetheless, the association calls for further strengthening these exemptions in legal terms. The EUA is concerned that no agreement has been reached to exempt educational and scientific repositories from the scope of Article 13 on the liability of online content sharing service providers, which EUA states impedes the future of Open Access in Europe.
