From Google's English:

"The "Plan S" initiative, supported by the European Commission and the European Research Council, will require full and immediate open access to scientific publications sponsored by them from 2020 onwards. The umbrella organization of the geosciences, the German mathematician association, the DPG, the society of German chemists and the association biology, life sciences and biomedicine in Germany have now made it clear that they support the transition to open access, but the project Plan S still immature and requires a careful discussion of the plans. Eberhard Bodenschatz also expresses his concern over Plan S. in an interview with the Physik Journal."
