The European Commission has taken a crucial step in the creation of a European Open Science Cloud by means of a new recommendation, in which new knowledge can circulate freely through digital and cooperative technologies.

The revised recommendation on the access and preservation of scientific information , part of the Digital Single Market package, was published on 25 April. The original directive dates from 2012, but the Commission has now changed it in the context of new developments in the field of Open Science, new provisions in the revised Public Sector Information Directive (PSI) , and the preparation of the next Framework Program for research and innovation ....

The recommendation provides a blueprint for policy regarding open access to publications and data that European member states can apply. Member States can use this recommendation to set out clear national policies covering all different aspects of Open Science.

These directives should provide greater support for excellent research in Europe, which in turn could result in scientific, economic and social benefits for the Member States and the Union as a whole. In order to exploit these benefits as much as possible, it is important that national open access policy is coordinated across the EU as part of the European Research Area.

The new recommendation deals with developments in areas such as research data management (eg FAIR data), Text & Data Mining (TDM) and technical standards that enable the reuse of incentive schemes. In addition, it discusses current developments at EU level with regard to the European Open Science Cloud, as well as the enhanced capacity of contemporary data analysis and their role in research. Finally, the document provides clarity on reward systems for researchers to share data and to engage in open science practices on the one hand, and the skills and competences of researchers and staff of research institutions on the other...."
