In Europe, it is struggling to come to open publication of research results and data. Also the National Academies of Sciences, Engineering and Medicine in the United States now come with a vision on Open Science.

Inspired by the European Union, the US also wants to ensure that open science becomes the standard in American science according to the FAIR principles. To this end, a voluminous report has been drawn up in which various recommendations are made to research institutes, science financiers and governments.

The joint academies note that private initiatives such as the Bill & Melinda Gates Foundation (and the Wellcome Trust) require scientists to publish open-access research that they have funded. Such initiatives have introduced support "to ensure that the research they support is open," says the report....

The National Academy of Sciences, Engineering and Medicines still sees open science as a role for traditional publishers, but sees how sharing of research changes. "Completely open publications are directly accessible, free of charge, to all researchers who also offer them the opportunity for text and data mining," says the report. Traditional publishers also increasingly offer such applications, but they often still impose restrictions. Also special envoy Open Access Robert Jan Smits recently found out how difficult the relationship between scientists and publishers is.

Role for private parties

The academies therefore argue that research institutes and universities should develop new ways to investigate the impact of science, including open science. Strikingly enough, a role is also played for private research funders.

The latter is particularly striking because a lot of unrest about the role of Elsevier in the European Open Science Monitor has arisen in Europe.
