"Open Educational Resources (OER) are teaching and learning materials that reside in the public domain or have been released under an open license. These resources may be freely used, edited, and shared to better serve all students. Washington has advocated district consideration of OER as part of a legislative mandate. This message has been amplified by a similar push from the U.S. Department of Education, Council of Chief State School Officers, and the State Educational Technology Director’s Association — all encouraging districts and states to explore OER as an important part of the instructional materials ecosystem.
