Open science through the prism of the European Commission

The article studies the change in epistemic culture that is represented by the notion of open science supported by the European Commission. The process is progressing without having led to the debates its importance merits. Work is being carried out in the field of information and communication: the goal is to open a common space of reflection with the sociology of education. The article begins with a summary of the measures and recommendations of the Commission, which, between 2006 and 2018, has supported this upsurge. It then presents an analysis of the two key communications which have accompanied it. The official communication highlights the speed of the circulation of knowledge, the possibilities of cooperation between researchers and the development of links between research and industrial innovation. However, a more distanced communication highlights a shift in the possibility of an opening towards injunction and a situation in which researchers risk losing control of the dissemination of the knowledge they produce. The reflection concludes by evoking diverse proposals of compromise which could allow the scientific community to steer the operation whilst promoting a new economic and institutional framework.
