A large number of German academic institutions financially support OA fees – but not at any price: eligibility criteria have been established for publication funds that touch on questions of institutional affiliation, the level of costs, and open licenses, in addition to journal level criteria. As a rule of thumb, OA fees are only centrally funded if a) the journal is covered by a framework agreement with the publisher or b) it is a genuine, quality-controlled scholarly OA journal. Mirror journals are a rather recent development that may undermine established funding criteria. We describe what mirror journals are and how they can be identified below.
