The event was co-organised by the Young Academy of Slovenia (Mlada akademija) and the Slovenian Ministry of Education, Science and Sport as a part of the National Science Month.

Quantitative indicators, such as the impact factor, cannot be a measure of the quality of research. A move towards qualitative research evaluation or a combination of qualitative and quantitative indicators is needed. 

Research assessment activity is often based on quantitative, most often bibliometric methods, which focus mainly on journal articles and citation counts. According to the director of the Central Technical Library in Ljubljana, Miro Pušnik, one of the problems related to the application of quantitative indicators is their arbitrariness. This can lead to anomalies in both the research funding policy and the conduct of researchers. Evaluation based on quantitative indicators does not encourage cooperation and forces researchers to publish excessively.

According to the Vice-Rector of the University of Maribor for Quality, Human Resources and Legal Affairs, Janja Hojnik, the solution lies in combining quantitative and qualitative, including high-quality peer-review systems. According to her, the academic culture of individuals and disciplinary communities is essential.

Changes in research evaluation are also encouraged by the San Francisco Declaration on Research Assessment (DORA), which calls for a transition from quantitative to qualitative research assessment. The University of Maribor and the Public Agency for Research of the Republic of Slovenia have already signed DORA.

According to Gregor Majdič, Head of the Research and Development Office at the University of Ljubljana, the University of Ljubljana is not yet ready to join the DORA declaration. He believes that it will be difficult to establish a qualitative assessment in Slovenia. Slovenian is a small country, due to which the risk of the conflicts of interest is high. International evaluators would be needed to make a shift to a qualitative assessment possible.
