"Government employees must share failings of using open health data and engage with citizens to define measures of open data success, Britain’s National Health Service (NHS) and New York University’s GovLab have found.  These findings were published in a recent report, which concludes that Britain’s health service should create an environment that encourages employees to explore applications of open data and learn from the successes and failures of them.  It added that government needs a framework for measuring the outcomes of open data projects in healthcare to learn from outcomes, and it should engage with citizens to define these measures. It suggests creating a panel of citizens to review these measures on a regular basis and creating a 'metrics bank' of important open data indicators with inputs from researchers and experts in the field ..."
