[From Google's English]  "In recent weeks, two pioneering position papers on the transformation of the scientific publication system were published towards open access.  Back in April, published Science Europe , an association of about fifty European funding organizations and scientific institutions (including DFG, Helmholtz, MPG and Leibniz), 'Principles on the Transition to Open Access to Research Publications ( PDF ) '. Extract from the document:  'Research publications are one of the main results of the research process and the research performing and research funding organization did Comprise Science Europe share the vision of Increasing the impact and reducing the costs of research publications by moving to a system of open access.'  Today the Global Research Council (presented GRS ), with the participation of 70 international research and funding organizations in Berlin's 'Action plan towards Open Access to Publications' ( PDF ) ago. Excerpt from the press release of the DFG:  'The conference participants and participants agreed that the open exchange of research results is a way to improve the quality of research. The action plan adopted by them shows on activities such as GRC Member organizations can support these exchanges in a flexible way. Three principles are central.'We want to researchers who want to share their results with each other in open access, draw attention to the ways they encourage and support', Straw said Schneider. The implementation of the Action Plan requires an interplay of different actors, in addition to the scientists themselves as universities, research organizations, libraries and publishers.'  With these two documents, key measures for the implementation of open access were, with the participation of major players in the international scientific community, agreed and adopted worldwide. Both papers are key references for the further transformation process towards an open scientific communication."
