[From Google's English] "Open Access, tried by all irreversible, requires a strong dynamic support to all researchers, as with all research entities: with universities and organizations in partnership with INRIA, CNRS undertakes to ensure the development of HAL in all its aspects. Take a step back was necessary. In this sense, Renaud Fabre Director of DIST CNRS I was commissioned this report in terms annexed. Twenty people were consulted. The list of their names appear in a second appendix. They gave a lot of ideas, made many proposals. Many of these proposals were included in this report. What is here represents the author's ideas as they were then taken over by the DIST and INRIA. This presentation includes specific recommendations. This is not a theoretical analysis, but a proposal roadmap which will be considered by the Steering Committee of the SDCC, and after consulting the Scientific and Technical Committee (STC) of HAL. Finally, after reading the report one might assume that HAL is malfunctioning. This is not the case: HAL is a great tool, internationally recognized, as is the expertise of the team at SDCC. What really is a problem, the steering, the means and organization (...) "
