Use the link to access the full text article from ScieComInfo.  [From Google's English] "Research Council introduces a new five-year funding scheme that will cover a significant proportion of institutional costs of publishing in journals with open access. The scheme is intended to encourage a quicker transition to publishing with open access and help to structure the institutions' own handling publishing duties. The support is limited in time to the period 2014-19 and thereafter expects Research that expenses for publishing open access is part of the overall operating costs of institutions. It is set up to 9 million allocated to the aid scheme in 2015."
