University of Bifrost published a policy of open access, the first Icelandic universities and in November 2011 Place of Iceland together a working group with representation from each School who was supposed to deliver a draft policy on open access to research findings and final projects for the University by 1 April 2012. The preliminary policy was submitted to the Scientific Division in March of that year. Draft followed the recommendations and suggestions of the working group for a few things that need to be considered as an unavoidable cost, complexity and copyright contracts with publishers. The draft was sent to several members for comment and were the main concern of the commenters include: impairment of freedom of research, poor professional peer review that would be a threat to the quality of research results, the impact of the Icelandic publishing, book publishing and open access, and sponsorship of open access. A scant two years after the working group submitted a draft of the final strategy adopted by the University, namely, February 6, 2014."
