"The Bill and Melinda Gates Foundation has announced  an Open Access Policy to grant 'unrestricted access and reuse of all peer-reviewed published research funded, in whole or in part, by the foundation, including any underlying data sets.'  Under the policy, 'all publications shall be published under the Creative Commons Attribution 4.0 Generic License (CC-BY 4.0) or an equivalent license.'  There will be a two year transition period during which publishers can apply a 12 month embargo on Gates Foundation-funded publications. Effective January 2017, the transition period ends, and all publications must be open ..."
