From an in­iti­al sub­ver­si­ve pro­po­sal (Har­nad), open ac­cess has in­cre­a­sin­gly tur­ned into ac­cep­ted prac­tice, pro­mo­ted by go­vern­ments, in­sti­tu­ti­ons and busi­nes­ses ali­ke. Howe­ver, whi­le gro­wing in po­pu­la­ri­ty, the strugg­le over its spe­ci­fic im­ple­men­ta­ti­on in pu­blis­hing and scho­lar­ly com­mu­ni­ca­ti­on is on­go­ing and per­haps even more ur­gent than ever."
