Use the link to access the full text article from the journal ScieCom Info.  The abstract reads as follows [from Google's English]: "In this article, we describe ten years of operation to befräjma free access to scientific research. FinnOA is an independent working group founded in Helsinki in 2003 whose purpose was that by arranging seminars and participate in projects to make an effort to promote open access to scientific articles. Today sees FinnOA forward to new challenges and directs its activities to include research and data, it can be called e-Science. This article is a look back at the developments in Finland during the years 2003-2013, while a road map for new challenges."
