Use the link to access the full text article from the journal ScieCom Info.  The abstract reads as follows: [from Google's English]: "After more than two years of operation Publishing Fund of the University of Tromsø continued strong growth and rising - even our most optimistic forecasts have not been optimistic enough. Health faculty is the largest recipient of aid, this has several good reasons. BMC, with Springer Open, has a worrisome high market share in the fund.With the current growth we need to start thinking about what kind of mechanisms to take over, when OA has become 'mainstream' funding must be built into the annual allocation of funds and not administered separately."
