[From Google's English] "The technology is now particularly present, however, the question of costs of access to knowledge affects more and more the library world in search of solutions. Although many scholarly publications are now available, the exasperation felt face the subscription rates for publishers and austerity measures imposed to universities. The cleavage between libraries and publishers seems to be emerging more and more. Being a small player on this big board, the College Library and the University of Quebec in Abitibi-Témiscamingue, where I work as a specialist in teaching methods and techniques, is no exception, far from it ... From 1986 to 2003, Quebec university libraries have assumed an increase of 315% of the subscription price, while inflation was 68%. Only from 2007 to 2011, publishers have imposed an increase of 32.46% of the average price of subscriptions; the paradox being that the items sold to libraries have been funded from the public purse. One can get an idea of the profits reaped by some publishers on the website of the libraries of the University of Montreal .  In response to these increases and barriers on access to knowledge erected by these publishers (the authors are forced to surrender their rights) the open access movement has grown considerably. Institutional repositories, open access journals, greenway, golden path free hybrid access practices are multiple.  The institutional repository, already advocated in 2003 by the initiative of Budapest, fits more in the greenway and aims by the wide distribution. This is the self-archiving of scientific publications in open archives supported by educational institutions or organizations.  In another development, adaptation to free access has taken the form of a transformation of existing and normally pay journals journals available free of charge. New journals were also created. This is the golden path connected to the second recommendation enacted by the Budapest Initiative 'alternative Reviews: Second, scholars need the means to launch a new generation of alternative journals committed to open access and to help existing journals that elect to make the transition to open access.'  Allows free access to wider dissemination of scholarly communication. These sources of documents, institutional repositories of Quebec universities now well established among the other deposits in Canada and around the world are part of this movement ..."
