"In February 2015, the Department of Defense released a draft plan that addresses compliance with the 2013 Office of Science Technology and Policy (OSTP) memorandum on providing greater public access to federally funded research. This document is a draft and will undergo a public comment period and further revisions, and Heather Joseph of SPARC notes that these policies may not be settled until 2016. The highlights of this draft plan include: Utilization of the DoD's existing Defense Technical Information (DTIC) repository to provide access to articles after a maximum 12 month embargo; Requirement of a Data Management Plan for grant applicants seeking funding; Intention to default to an policy where data is open unless compelling circumstances indicate otherwise; and Mechanisms to ensure compliance for the new policies.
