"It’s 2015 and we still don’t have full open access to scholarly publications here in the UK. However, progress is being made and it’s being made throughout Western Europe. In the Netherlands for instance, Dutch universities have held firm in their demands for open access to published scholarly work. Their stipulations that 60% of Dutch research be available by 2019 and all of it by 2024 were 'groundbreaking,' according to the Times Higher Education Supplement (THES). What’s more, the Times Higher Education also reported that the universities are holding firm during tough negotiations that often end in compromise rather than progress ..."
