The ambiguously titled High Quality Research Act (HQRA) came into existence in April 2013 as proposed legislation by Rep. Lamar Smith (R-TX), the chairman of the House Committee on Science, Space and Technology. The bill would require the director of the National Science Foundation (NSF) to certify to the Committee in writing that every research grant funded by the agency meets a new set of criteria in addition to any established internal peer-review criteria.
