The OA Movement took on the appearance of a freight train barreling down hill.  However, there are still scholarly journals today holding out for big subscription fees limiting gratis and libre access to those not able or willing to pay. Some university publishers and NGOs like the Mellon Foundation are funding alternative approaches for meeting OA demand in PDF form online.  The Council on Library and Information Resources reports in Trends in Electronic Publishing that it is more cost efficient to publish information on the Web ..."
