"To meet the cost of publishing, authors who publish in our open access journals are asked to pay an article processing charge (APC) per published paper. To make the process easier and encourage participation by their authors, institutions can select one of the IEEE's Institutional Partnership Options. These programs enable academic and research institutions, funders, and corporations to actively support open access in scholarly publishing and help ensure the most widespread dissemination of the research published by their authors.    This option is a prepaid deposit account in which an institution pays in advance to cover article processing charges for an institution's authors. It completely covers the APCs fees for authors publishing in IEEE open access journals. Upon publication, the full article processing charge for the journal in question, minus the discount that applies, will be deducted from the account. The higher the amount paid in advance, the greater the discount given."
