"Association of Universities in the Netherlands - has established an agreement about open access with Elsevier. Dutch researchers can publish open access in a selected list of Elsevier titles, at no additional cost to the individual researcher. The Agreement enables Dutch universities to make 30% of their researchers’ publications gold open access by 2018."
